醫療 醫療服務架構 大露營官方設有醫療協調中心 (Medical Coordination Center):統籌所有醫療事務,是所有醫療事件的總調度中心,類似於醫療急救指揮中心。 醫療設施共分三層級: 第一線醫療站 (First Point Hub Clinic):提供基本生命支持和輕微傷病治療。每四個Sub Camp 就會有一個Hub,第一線醫療站設在Hub 。呈帳篷形式,24 小時運作,夜間也提供服務。 。如值班人員判定需更進階治療,會將患者轉診至更高層級設施。留意,不能跳過第一線醫療站 自行前往醫護所或是醫療中心。 2. 醫務所 (Main Clinic): 。診所形式,設有三間諮詢室,由護士和急救人員提供服務。 。也是24小時全天候運作。 。主要負責患者診斷、分類檢傷,並確定醫療需求和優先順序。 。如值班人員判定需更進階治療,會將患者轉診至更高層級設施。留意,不能跳過醫護所自行前 往醫護所或是醫療中心。 主要醫療中心 (Main Medical Facility): 。最中央、最先進的醫療設施。 。提供最廣泛的診斷能力,如 X 光、超音波和實驗室檢測。 。患者不能自行前往,需經由較低層級設施評估後轉診。 露營團成員若前往醫務所或是主要醫療中心或是後送至營地外醫院,露營團需有一位成年領袖全程陪同。除協助與醫療人員溝通外,亦應第一時間與家長保持聯繫。 每位露營團的成人領袖均必須擁有在效期內的基本救命術或同級以上的證照。每一露營團必須有至少一位擁有EMT1或同級以上的證照,若該分團領袖有專業的醫護人員則不在此限。 醫療團隊與服務 大會設有機動醫療小組 (Mobile Medical Team): 類似救護車的設備,利用全地形車(ATV)和救援拖車,在營地內小隊和執行任務。 負責將患者運送到附近醫院。 大會亦有獨立的流行病與衛生安全部門 (Sanitary and Epidemiological Safety Department): 負責應對緊急情況,預防流行病爆發。 將透過各種宣導活動,進行衛生與流行病預防。 有關外部合作醫院 (Hospitals around the Jamboree): 大會與周邊醫院密切合作,確保需要進一步診斷或住院的患者能得到全面照護。但該城市人口約50萬人,加上醫療制度與台灣有很大的差異,醫療量能僅掌握在大會手中,不管是大人還是小孩,需於出發前做好身理與心理準備。並充分理解各國總團部均無法跳過大會的醫療體系自行將伙伴送到營地外的醫院。 大會與波蘭國家緊急醫療系統保持聯繫,確保能快速轉運後送。 大會將建設一條六公里的碎石路,作為運補、消防與醫療服務的專用通道,其中的重要功能包含『確保各項醫療轉運能快速完成』。 其他後勤支援與合作 醫療物資部門 (Medical Supplies Section): 在營地內設立中央倉庫,儲備醫療物資和藥品。 確保持續供應、監控庫存,並迅速應對需求變化。 提供輪椅、拐杖等特殊需求的輔助器材。 藥品供應: 現場會設有藥房,但大露營不提供免費藥物。因此建議每位伙伴自行攜帶常備藥品。 需處方藥者應自行攜帶,並於就診時主動告知醫療團隊,以便管理與必要時的協調。 醫療培訓部門 (Medical Training Section): 為醫療團隊、國際服務隊(IST)和各部門成員提供培訓。 同時為領隊和參與者提供醫療服務結構和尋求協助方式的相關資訊。 場外醫療服務與保險 場外醫療: 參與者在營地外(如旅行或城市觀光)可使用當地醫療服務。 必要時需通知大露營的醫療協調中心,由中心提供適當的行動建議和協助。 保險: 大露營現場的醫療和急救服務是免費的。 醫院、住院或救護車服務需付費。 參與者需自行準備醫療保險或歐洲健康保險卡(EHIC)等文件。總團部將統一購買露營期間的旅遊醫療類的保險。 醫療部門會提供保險相關協助,並尊重不同宗教信仰與語言差異。 問答環節重點 保險:各國CMT需自行購買保險。需要有個人保險才能夠進入申根區域 歐洲健康保險卡(EHIC)在大露營活動中可以使用。 特殊藥物:活動將為需要冷藏的藥物(如糖尿病胰島素)提供專用冰箱,這些冰箱會設置在易於取用的地點。(依過去經驗會設在Sub camp,但也有可能在Hub) 夜間休息設施:大會考慮設立夜間休息區,供感到壓力或不適的參與者暫時休息。但若遭到濫用,隨時可能關閉。 隔離措施:針對可能爆發的傳染病,大會設立隔離單位。隔離時,露營團需指派一名成人領袖,依大會規範在指定地點待命,也可能是會自己的營地待命,但不能遠離。 醫院往返交通:將提供專門的巴士而非救護車,確保住院參與者能安全返回營地。 各國總團部應編制安全官:除執行第1、2號通報之相關任務外,他們將與大露營的醫療團隊緊密合作,例如可協助語言溝通、了解患者的健康狀況以及在患者後送至『主要醫療中心』時協助說明醫療程序與行政程序。所以當患者即將被後送至主要醫療中心時,陪伴的成年領袖請盡快通知總團部。 心理支持:主辦方理解心理支持的需求,並考慮將心理學家納入服務團隊。 疫苗:主辦方將會發布一份包含所有必要醫療資訊的「醫療通告」(Medical Circular)。所有代表團成員均需施打部份疫苗或具備某些抗體,這些可能超過普通波蘭旅遊的規定。但考量這是個大規模人群密集生活的環境,且因文化、生活、衛生習慣具有巨大的差異,因此部分疫苗是必要且最安全的做法,總團部將在未來提供相關規範。

第八屆世界童軍大露營 This was the first World Scout Jamboree to be held outside Europe. The setting was beautiful rolling parkland, at Niagara-on-the-Lake, Canada. 這是第一次在歐洲以外舉辦的世界童軍大露營。活動地點選在加拿大尼亞加拉湖畔(Niagara-on-the-Lake)一片風景優美、起伏柔和的公園草地上。 11,000 Scouts attended this great gathering which was notable for the number of contingents which crossed the Atlantic by air to attend – 1,000 from the United Kingdom alone. The most outstanding feature, however, was the tremendous hospitality accorded to the Scouts by the people of Canada.
